Project Background:
UNOPS has signed an agreement with the Ministry of Health to strengthen the Capacity of the Ministry for the Realization of Health Sector Transformation Plan (HSTP-II) in Addis Ababa, Ethiopia. This project focuses on institutional capacity building and technical assistance.
Scope of Work/Objective:
The role of the Human Resource Officer is to support the development of a competent, compassionate, and committed health workforce through pre-service education programs.
Responsibilities:
🔹 HR planning, forecasting, and strategic planning
🔹 Qualification framework and job evaluation
🔹 Recruitment and hiring processes
🔹 HR policy and procedural support
🔹 Capacity strengthening support to health offices
🔹 Performance management systems
🔹 Training program coordination
🔹 HR policy and procedural advice
Requirements:
📚 Education: Bachelor’s or Master’s degree in Public Health, Business Administration, or related fields.
📋 Experience: Minimum of 2 years in public health and HRH training programs.
🗣️ Language: Fluency in English required; knowledge of another UN official language is an asset.
Contract Details:
📝 Contract Type: Local Individual Contractor Agreement (LICA)
📊 Contract Level: LICA-8 (ICS8)
⌛ Contract Duration: One year, with the possibility of extension.
🇪🇹 Nationality: Ethiopian nationals only.
