Responsibilities

Within delegated authority, the Humanitarian Affairs Officer will be responsible for the following duties:

• Supports the development of policy related to humanitarian action, international humanitarian law and human rights law and prepares or contributes to the preparation of policy positions for OCHA on these issues.


• Organizes and prepares studies on humanitarian, emergency relief and related issues; organizes follow-up work, including interagency technical review meetings to support policy development work and decision-making on important issues.


• Assists in the preparation for meetings of the UN legislative bodies, in particular, the General Assembly and the Economic and Social Council.
• Establishes and maintains contacts with government officials, other UN agencies, non-governmental organizations, diplomatic missions, media, etc.

Education

An advanced university degree (Master’s degree or equivalent) in political science, social science, public administration, international studies, economics, engineering, earth sciences, or a related field is required. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.Work Experience

A minimum of five (5) years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, or other related area is required.

Experience in producing analysis, drafting documents or developing strategies and policies related to humanitarian assistance to support engagement in intergovernmental forums is required.

A minimum of two (2) years of international field experience, in aid operations in the last five (5) years is desirable.

Relevant intergovernmental humanitarian experience with the UN common system or other comparable international organizations is desirable.Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English is required. Knowledge of another UN official language is desirable.
